Mark Forman is an accomplished Executive with more than 29 years of professional work experience, including a Presidential appointment to be the first U.S. Administrator for E-Government and Information Technology, the Federal Government’s Chief Information Officer. Mr. Forman has a long record of accomplishments in government management reforms, as a government employee, political appointee, and management consultant.
Mr. Forman is currently the Co-founder of Government Transaction Services, Inc. which was established in 2010 to be the leading provider of cloud-based business process and transaction services supporting organizations that do business with the federal government. Government Transaction Services’ products reduce administrative burdens and simplify interactions with government, as well provide on-line practitioner communities. Mr. Forman has been instrumental in developing the first product line, EZgrantfiling, which includes a secure digital workspace, automated filing, compliance assistance, and a collaborative network for grantees and research users (e.g. publishers).
Mr. Forman retired as a partner at KPMG LLP in January 2011, where was the Practice Leader of KPMG’s Federal Performance and Technology Advisory Practice. In this role, Mr. Forman created rapidly growing organization of about 170 consultants assisting federal agencies in business transformation initiatives. Prior to joining KPMG LLP in 2005, Mr. Forman was Executive Vice President and a founder of Cassatt Corporation, which developed software for data center operations and optimization prior to its 2009 acquisition by CA. Mr. Forman served on the Board of Directors for Corio Inc. and the Advisory Board for PureEdge prior to their acquisition by IBM.
From 2001 through 2003, Mr. Forman was the first Administrator for E-Government and IT at the Office of Management and Budget. Mr. Forman formulated the Expanding E-Government components of the President’s Management Agenda, oversaw all federal IT spending and lead the Federal CIO Council. He is widely recognized for accomplishments in modernizing the Federal government and implementing the federal IT governance processes relating to IT Capital Planning and Investment Control (CPIC), Enterprise Architecture, and IT Plans required under OMB Circular A-11, the E-Government Act of 2002, Clinger Cohen Act, Paperwork Reduction Act, and Federal Information Security Management Act (FISMA). His definition and deployment of a rigorous cybersecurity improvement process raised IT security from less than 20% to about 80% in two years. Mr. Forman also successfully led several thousand IT workers in 30 cross-agency teams to implement E-Government and e-Business initiatives.
Prior to returning to government, Mr. Forman was Vice President, eBusiness, for Unisys Global Public Sector. In this position, he was responsible for transforming $1.2 Billion book of business from legacy programs to new e-Government and Public Sector e-Business offerings. Mr. Forman worked as part of a global team where he led the development of the strategy and implementation plan to restructure Unisys Public Sector. From 1997 to late 2000, Mr. Forman was a Principal in IBM Global Services where he went from leading a federal government practice to creating and growing the national Public Sector e-Business Consulting Services, which he then lead to become the Global Public Sector e-Business Strategy Services practice. He also has led numerous organizations through strategic business transformations and modernization initiatives.
From March 1990 through February 1997, he was a lead staff member in the U.S. Senate for legislative reforms in place today including: Defense and government-wide management, major acquisition programs, and IT and weapons acquisition. He also conducted oversight and investigations on horror stories in major government projects.
Mr. Forman is a fellow of the National Academy of Public Administration and CIO Sage. He led the Industry Advisory Council’s Presidential Transition Study. He has given well over 100 speeches on federal IT management, E-Government, business transformation and information technology to a wide variety of industry groups and government officials from around the world. Mr. Forman has testified frequently before the U.S. Congress and California State Senate on information policy and management reform issues. He has participated in on-line Q&A sessions hosted by the Whitehouse and Washington Post, and written numerous papers and reports on government management and use of IT. He is a respected speaker on government use of cloud computing, IT risk management, Enterprise Architecture, data center consolidation, e-government and social media tools.
